Towards a Protection-Production Compact for Peru: Elements and Lessons from Global Experience

This document characterizes key elements of a successful Protection-Production Compact (PPC) for Peru, drawing on global experience. It aims to support Peru's commitment to net zero deforestation by transforming the cycle of poverty and deforestation into sustainable development and improved livelihoods

The document presents a Protection-Production Compact (PPC) model for Peru, consisting of four major, interrelated elements aimed at achieving forest conservation and improving livelihoods for smallholders.

    ◦ The first element emphasizes engaging and coordinating the private sector, government agencies, and producers through a strategically-coordinated multi-stakeholder platform to align efforts and resources.

    ◦ The second element focuses on protecting and monitoring forests through strengthened land use planning, robust policies for forest protection, and effective monitoring systems. This element also highlights leveraging support from producers, local communities, and the private sector.

    ◦ The third element addresses the critical task of formalizing land-use rights, especially where forests meet agricultural areas. Secure land tenure is shown to be fundamental for both environmental conservation and improved agricultural production, leading to higher investment, better access to credit, and increased productivity.

    ◦ The fourth element details strategies to make agriculture more productive and sustainable in existing production or degraded areas. This involves aggregating producers, providing them with improved services explicitly linked to forest conservation, and enhancing the value of sustainable products.

The publication draws on experiences from Peru and around the world to characterize these elements, identify best practices, important lessons, and potential risks for the Peruvian context
